The United Nations Women program was launched in Pakistan in 2007 in response to requests from the Pakistani government and the United Nations. Since then, we have developed a strong partnership with national and provincial governments. UN Women Pakistan focuses on delivering joint programs through intergovernmental and informational cooperation for the attainment of gender equality and women’s empowerment. Through responsive actions that promote human rights, economic security, political participation, freedom from violence, and the preparation of women for humanitarian crises, we pay special attention to counteracting negative attitudes towards women.
UN Women has two sub-offices located in the provinces of Khyber Pakhtunkhwa and Balochistan.
As the coordinator of local security initiatives, the Operations Manager oversees the daily management of the sub-office in KP, and supports the implementation of security measures in the country and field offices. The position provides assistance in implementing security plans, risk management, and all matters related to protection and safety in consultation with the United Nations Women’s constituencies and bases. The position also promotes a client-centered perspective in line with UN Women’s policies and procedures.
Duties and Responsibilities
1. Provide operational collaboration to evaluate the current state of host country security.
- Collect and provide information on residential security measures (RSM) and recent trends regarding security and operational services with the host country’s constituencies and bases.
2. Establish contact with the local security community:
- Establish and maintain contact with host government security organizations and/or constituencies, as appropriate, and various national and local law enforcement, military and police officials, non-governmental organizations, and other non-state actors;
- Maintain regular contact with the United Nations’ security focal points and LSAs, as necessary;
- Participate as a member of security groups, especially IASMN working groups;
- Attend United Nations’ security management meetings, such as the country security cell, as a delegate.
3. Collect, update, and communicate security-related information.
- Maintain a database of security incidents and constituencies;
- Ensure timely and accurate transmission of protective information and precautionary measures to constituents;
- Maintain regular contact with the United Nations’ women’s protection focal points;
- Ensure timely and accurate transmission of analytical products and results to stakeholders;
- Update headquarters on security internet portals and documents.
4. Maintain and evaluate the security plan, update lists of constituents.
- Provide information on the preparation and evaluation of United Nations Women’s and United Nations’ security plans;
- Provide logistical assistance during the implementation of the security plan, as needed;
- Maintain protective equipment and inventory;
- Maintain the warden system for United Nations’ women, as appropriate.
5. Supervise and support the implementation of organized safety measures with established Security Risk Management Measures (SRMM) for the duty station.
- Collect data necessary for self-assessment of SRMMs in compliance with UN Women and UN Security Compliance Survey (SCS);
- Provide logistical assistance to the United Nations’ women’s security focal point in implementing and updating ASCs;
- Provide administrative cooperation to the UN Women Security Focal Point for the identification and implementation of SCAPs;
- Maintain a database of security measures implemented in all offices of United Nations’ women in the duty station;
- Monitor compliance with SRMMs.
6. Report security incidents affecting United Nations’ women’s constituencies, programs, offices, and bases, as appropriate.
- Collect information and provide security reports, such as security and safety incident reporting systems (SSIRS), security risk management (SRM) assessments, and other incident reports;
- Provide updates on recent incidents, as required;
- Track and log security incidents, as needed.
7. Organize and coordinate security-related awareness and preparedness training courses.
- Provide administrative support for organizing training and briefings;
- Prepare documents and presentation materials for training purposes;
- Maintain records of training certificates;
- Arrange security training sessions;
- Provide security briefings to newly assigned staff members.
8. Provide administrative support for the security team’s budget and finances.
- Provide information on the annual work plan and related budget. The security budget undergoes scrutiny for approval;
- Monitor and provide assistance in the implementation of funding from United Nations’ women’s SCEF;
- Prepare information on budget constraints and reports according to headquarters’ directives.
9. Provide general administrative support.
- Maintain files and documents related to routine and confidential correspondence;
- Maintain a database of contact details related to host country security officials;
- Maintain a list of all United Nations’ women’s protection focal points;
- Prepare and organize travel arrangements, including local and international arrangements, and travel permits;
- Organize meetings, facilitate participation, and provide administrative support during meetings, such as taking notes and preparing meeting minutes;
- Provide assistance in procurement activities;
- Maintain inventory of usable and unusable items, including equipment and supplies;
- Maintain a directory of emergency contacts for United Nations’ women globally;
- Maintain contact with commercial entities used for United Nations’ women’s offices and residences;
- Supervise junior administrative staff.

Experience and expertise:
Education:
- Formal education is required;
- A bachelor’s degree is an asset.
Experience:
- At least 6 years of progressively responsible experience in administrative and/or security-related work;
- Experience in administration and procurement services is required;
- Previous experience with the United Nations or another international NGO is an asset;
- Experience in travel security, protection, and intelligence is an asset;
- Experience with web-based management systems is an asset.
Language Requirements:
- Fluency in English and Urdu is required.
